tilt/ trim on my 60 Hp mer(1992) not holding& slowley comes back down?

So I was told start trouble shooting by changing the VALVE pin but I belive I have to take out a shim first?if yes how.

yes, it is probably a rusted spool valve. by the time you get into system that far then you may as well rebuild the ram too.
quicksilver kits 813432a3 (ram) , 811226a1 (spool valve) , and 813442A2 (release valve)
some parts may be obsolete. check ebay. obsolete parts often get dumped there for cheap.

on your year I prefer the original release valve 813442A1 if you can find it. It doesn't break
as often. Mercury says they break when people operate trim without tightening the
release valve. However, I don't think so. I think it is more complicated than that.
I think there is a design flaw somehow. The old A1 black plastic release valves did
not have as many problems as the white nylon ones.
