Tilt Wiring - Access and repair - Need to fix from previous owner - HELP

Tilt wiring from the previous owner goes around the back of the boat instead of up through the motor like it should. It was previously wrapped in electrical tape and I want to do it right for now until I get it fixed completely. Can anyone tell me how to access the wires within this area they are attached to ? I cannot get to it from the plate of the motor on the side. I see a screw in the middle but I am not sure what this does. Can anyone help me out? I just want to redo the wiring from where it is now and add some shrink tubing to it to make it more waterproof. The old wiring had a short (you can see the old wires in the photo - and that's why the previous owner rewired it the way he did) - it works for now, but I want it to be a little better.... How do I access the inside of this to fix the wiring ?

You replace the pucks not repair the wiring. the drive, gimbal, and main bellow need to be removed first

So there is no way to just repair the wiring ? Are these the tilt limiter switches ?

so would it do me any good to remove the electrical tape and redo the splice of wire that is there and cover it with shrink wrap for now ?

Forget the shrink wrap, use Liquid Tape (or if you want, shrink wrap and overcoat with the Liquid Tape). Take off the tape, make sure you have a good connection and put two or three coats of liquid tape on the splice, should be good for a temporary fix.
