Timing advance issue

My 98' searay 3.0 merc will not advance beyond 10 degrees @ 3000rpm. I set base timing @ 1btdc w/ wht wires jumped and shift selenoid bypassed. I was told it could it be the ignition module. Where is it and how much $ ?

It's in the distributor and lists for around 160 bux
