Tohatsu 9.8 HP vs 8 HP

What is the difference in these two motors, other than the 8 hp costs less. Specs are exactly the same.

Is my non-savvy outboard mind not understanding something?

The 8 is the 9.8 with a different carburetor.

"Specs" include only displacement, Greg. About a dozen other things contribute to output.
