too much voltage from reg/rec

I have a pair of 1999 225hp carburated johnson's the port engine (counter rotating)all of a sudden began putting out 16.2 vdc when at crusing rev.s 4300. a impeller kit was installed for possible cooling problems but that did not fix it, new battery didn't help, regulator /rectifier was changed by a dealer and it still overcharges when at cruising rev's, could the stator be faulty? or could there be another problem? willing to try anything.

What does the dash voltmeter read with just the key ON and the motor not running?<br /><br />What does a digital meter read for voltage when conntected directly to the battery terminals while the motor is running above 4300?<br /><br />If there are wing nuts on the battery terminals, get rid of them ASAP and use stainless steel hex nuts and lockwashers, as the factory tells you to.<br /><br /><br />The regulator is what determines the final voltage to the battery. A factory regulator comes with a 1 year parts and labor warranty.

while at idle I used a digital multimeter and got 12.8 vdc, the guage reads 12.5-13.0 volts when it gets up to 4300 it reads 16.8 to 17.5 and does not drop unless rpms go down and then it only drops to about 15.0 volts untill you rev it up again. had the dealer mechanic on the boat today while running and checking the volts, he originally thought it was the guage but the meter told the truth, now he's scratching his head
