Top Cylinder won't fire

Ive never done this.
Id be leaning towards the powerpack at this point but id check Voltage from sensor first

Not sure I did any of this right but, Charge coil output came out at a consistent 320. As for the Sensor Coil, i set my Multi meter to the V Wavey AC thing and with the DVA, all three connections tested at .4 like the manual says. Don't know if that's the right way to do it because the manual says you need a CD Voltmeter set to S and 5???. I could'nt figure out the power pack. I tried with the DVA and got zero readings then realized the manual says nothing about using a CD Voltmeter. I just used the straight multi meter and was getting a 450 volt reading on all 3 connections. The manual says 260 or higher. I am not sure if I did something wrong or if running at 450 is too hot. Maybe thats why I had a no start on the lake last week because the power pack over heated? After all that I went back and checked the resistance to the sensor coil and the damn B jack came back at 18 which, I guess, is good. Can I ellimate the powerpack as an issue?

nope you cant eliminate power pack.
You need to confirm it has good spark- ie jumps 7/16 gap
If it still does that and you are still getting fuel down the leg and it fails a drop test then my judgement puts powerpack as the culprit.
Checking timing properly would confirm that but in most instances that would seem to be the culprit especially since your timing base appears consistent.
A faulty powerpack can cause an out of time firing on one cylinder.
Thats only my judgement of course and im no oracle

Actually, i don't have a test tank and havn't been able to test the timing at the lake. I checked idle timing on top cylinder. I did it in my driveway and was'nt confident in my results. I was reading 1 degree instead of 3 to 5 like the manual says. Wasn't sure if the reading was accurate as it was on muffs and that cylinder wasn't firing
