You need to test your RPM with a lighter load. 9 people aboard 20mph and 5000 rpm sounds pretty good on a 75hp.

I would think with a lighter load. 2-4 people you would be pushing about 25mph and your rpms should increase as well.

You have 9 people on an 18 foot pontoon. Did you read the capacity label carefully? That label tells you the maximum load and specifies number of people. The number of people is based on an average weight of 145 pounds. Maximum load is not what you should be testing a prop with.
