Touch trim, help

My tilt is frozen down the cable is fine. I took the cable off and not sure what to do next to see I can free up the tilt. I see where the ball that conects to the cable and conect slide valve socket. The slide valve socket is the metal tube that sloted for the ball to go into? Is this supposed to be frozen or am I supposed to pull it up so the tilt will work again?

Update

With nothing to lose I used a clamp to clamp to the connector and pulled it as hard as I could and it lifted, not my tilt is working again. What a pain in the but but I am so happy.

I seem to recall a good deal of problems with that. Losing charge in the tilt cylinder, I think. Only fix is replacement. But it has been a good while since I serviced one.
