Trailer Registration

Hi,
So ive found a boat i want to buy but the problem i have right now is with the trailer.
The boat has a title, and was formerly registered, however since the owner is in NJ, the trailer does not have a title (never issued due to former laws). The trailer was registered but is now expired. The problem is, the New York State DMV told me that they cannot register it here in New York without a title.
Is there any way to receive a title from New Jersey for the trailer even though they dont issue them for a trailer under a specific weight?

I would try STAAB in Maine they are helping me out with a trailer in NY where the original guy who sold the trailer is gone as is the paperwork.

No help from the local friendly DMV at all.
