Transducer Issue?

I have been trying to figure this out on my 2000 Maxum 1900 SC. The boat comes stock with a depth finder it has a thru hull transducer located in the bildge. When I got the boat the depth finder was working mostly. Then it started to give me odd readings now it only displays "--". I looked in the bildge and the transducer looked like it had water in top of it. I looked under the boat and there looks like there might be something on the transducer, but I am unsure if that is paint. Isn't the transducer normally unpainted?

Also any suggestions on trying to diagnose this issue?

The transducer should be clean. No paint, and no algae. The water on top in the bilge shouldn't affect it unless the cable has been damaged.

I sanded the stuff off the nylon transducer, though I am thinking it is shot.
