Installing a new GPS/Fishfinder.
What is the best material to fill the old holes and bed the new screws?
I usually use MarineTex to fill the existing hole and Boatlife Caulk to bed the new installation.

From 3M tds - Do not apply at temperatures below 40?F (4?C) or on frost covered surfaces. Do not apply at surface

And you recommend this for filling existing holes?

Marine Tex or PC11 work well for filling holes below the waterline. I used PC11 and it has held up well.

I have filled small holes with it and bedded attachments on my transom... You could always mix up some PB(resin cabosil and milled glass fibers....fill holes sand and fair then gel coat over it.... But to answer your question yes as long as you're not filling a big hole like 1/2"+
