From my understanding the "Not" indicates a negative, and opposite. It applies to both can and will. Therefore He can not, and will not. The negative makes it that he is unable and unwilling. His inability and unwillingness applies to approving your membership. Unless you do, approve your membership, he will not and can not. So if you approve your membership, he will become willing and able to approve it.<br /><br />This exemplifies our laziness in our native language of American English.<br /><br />Confused yet?

I think that it is early American slang from the Kindergarten era. It is a powerful statement that can not be summed up in a simple word or words. What it is really saying is:<br />NAH NAH NAHNAH BOOH BOOH...you can't play with me. I have the power and you do not!
