I might end up having to eat crow, but I'm going to go with the brass tubes too. Rather than a flaring tool, I bought the kit of various sized ball peen hammers ($14.99 @ HF). I tested the method that UtahBoatNut mentioned on my old brass tube that I had to cut out to remove the old transom. It flared pretty well. Living in New Mexico means I'm a long way from salt water.

I'm definitely going to glass and resin the hole before I dry fit and finish it off with 3M-5200

I ordered two brass tubes just in case I mess up on flaring the first one. Less than 3 bucks each. Here is a shot of the one I ordered from here.
