Transom Dilling for motor

I had the transom replaced in my boat and want to make sure I drill the new motor mount holes at the correct hight. I have a Haynie 18' flat tunnel with a keehole transom. I am going to run a115 Etec with a CMC 6" jack plte. I have been told to set the jack plate flush with the top of the transom and the cavitation plate flush withe the bottom of the boat. With a tunnel should I set the cavitatiion plate higher than the bottom or not? I want to be able to run as shallow as possible but not have problems in deep water. I plan to run a 4 blade Predator prop that I have or a 3 blade Vipor both stainless.

Ok, I hope there are some boat builders out there who will chime in on this one. It seems to me that the top of the tunnel should be your landmark for the ventilation plate of the engine. That would allow you to take advantage of the water flow through the tunnel for shallow running. Position of the jack plate should be such that you have adjustment up and down around that point I would think. So much for the WAG of the day. Where was it mounted before replacement of the transome would also be great starting place.
