Can't beat an aluminum hull with an outboard for getting on the water cheaply with the least chance of financial ruin. A Starcraft Super Sport open bow or similar sounds like it would meet your needs great. On a tinnie, even if all the wood is rotten, it isn't a major ordeal to replace it.
