Trim down works, trailer up works intermittently, trim up doesn't work at all.

I have a 4.3 mercruiser with alpha 1 outdrive. When I press the trim up button nothing happens, not even a click. Trailer up will click a few times then finally trims up. The trim down button works all of the time.
