This is CLASSIC symptoms of a slightly restricted fuel supply.
You missed something.
If this motor had an old school 'butterfly blade' MANUAL choke you would find that a SLIGHT amount of choke enrichment at WOT would make it run all better. However the typical outboard on/off enrichement can't deliver such fine control and when you 'bump' the choke it floods and performance fails.
You have a small restriction in WOT fuel flow, it may be something you wouldn't normally look for, like too tight a bend in a fuel line between the bulb and the fuel pump, too tight a zip tie holding the fuel line along with the wiring harness outside the motor housing. A piece of crap stuck in the fuel connector to the motor, remove the connector assy and run straight hose all the way in to the fuel pump.
Full forward on the throttle is not where the engine runs best. If I go forward to the stop, I can hear the engine kind of missing, and it slows down. If I back off just a little, the engine speeds up some, and the miss or whatever it is clears up.
