Trying to start boat for first time

Hi all, I have a 2003 yamaha txrb 2 stroke.I went to start up the boat for the first time this year and she wouldn't want to start up. I noticed the spark plugs were fouled up and the ports where the spark plugs go into had some blackish crap comeing out of all of them. I replaced the plugs and still didn't start. I sprayed fogging oil at the end of last year and stabilized my fuel. Could it be possible the gas may be bad? Any tips on trying to get her started up. There's nothing special thy needs to be done for spring starting?also the primer bulb never gets hard and I could keep pumping fuel through it if I wanted Thanks guys for the help

When I disconnected the fuel line that goes from the outlet from water/fuel separator to inlet of fuel bulb and then I pump the bulb ,gas flows out of the inlet of primer bulb. Could this mean the primer bulb is broken?also when I emptied the fuel wTer separator and then tried filling it with pumping the primer bulb it didn't fill up with gas

when you replace a fuel/water filter you need to fill it back up with gas before you put it back on .It make it much easier rather than trying to fill it by using the primer ball

Are you sure your getting spark?

Yes I do have spark and compression is good. Can the carbs clog over when gas sits there for 5 months? I'm getting really frustrated and may bring it to the stealership. I've tried draining the carbs today and put fresh gas and nothing.

What type of gasket does your water/fuel filter have? Could the gasket be installed wrong? If the gasket is installed wrong it could be blocking the flow of fuel.

So I got it started today but but she only stayed running for a min or two. I'm thinking it's either the primer bulb or the mechanism that the fuel/water separator screws into. When I used the primer bulb on a bucket of water it worked but isn't filling the fuel/water seperator. So I'm hoping its one of these. The gasket came installed already and looked fine. I will let u know how it goes tm. Thanks

Ps: could even be a clogged up carb/ can the carb be clogged up after sitting for 5 months with treated gas? I never drained the carbs during the off season
