Update and Cooling Question

Ok, I gave up on a complete closed cooling after replumbing a different way to have it fail. Couldn't run boat much past 800rpm and would get hot. Ok, I made it a half system with the raw water going to the heat exchanger then through the manifold and out riser. The raw water side stays nice and cool the manifold does as well. I have the thermostat out for testing right now. I can run boat at 1500 rpms steady and runs normal temp. I tried getting up on plane and ran it at 2300-2500 and it got to hot again, brought it back to 1500 and it cooled down to normal again. I've tried two circulaing pumps, granted their used and seem to circulate ok. Should i buy a new one? And. It is the fresh water/engine cooling thats getting hot. The heat exchanger is 3"x30" A Chrysler vertical heat exchanger. The system is not air bound. And i have an expansion tank that stays half full. I did check the timing today also it's at 12* BTC it's suppose to be at 6* BTC but it runs very rough at that setting and at 12 it's smooth and responsive. Any ideas? thanks

If you mean the Drive? some call it a leg or foot i guess. No it is circulating stead solid good flow. The raw water side is fine it's the engine/closed freshwater side thats getting hot.

Gotta be a restriction, or plumbing wrong, thought Tony could help.
