Update on new posters using SEARCH capabilities

To further help new posters to use the SEARCH capabilities on these Forums before jumping on to ask the same questions that have already been answered many times before, we have added a couple of introductory paragraphs to the JB-inspired "Suggestions for new posters" that are found at the top of these Outboards and Inboards Forums.
