I recently purchased a 1989 Sears Gamefisher 9.9 hp in really good condition. This outboard is a Force 9.9, sold under the Sears brand. Model #2255811991. Based my service manual, the 9.9 and a 15hp have the same fundamental specs except for RPM where the 15hp runs about 500 rpm higher at WOT. Comparing all part numbers on this engine with the same year 15hp reveals that the only differences are the flywheel, reed plate, and prop (3 blade plastic on 9.9 vs 2 blade aluminum on 15hp- both 8.25"x8.25").

My question is simply what would be required to turn the 9.9 into a 15hp? Is there some kind of manual detuning device or governor that makes a 15 into a 9.9? Is it a matter of switching out some or all of the above parts? Changing all the parts would run around $350, and wouldn't be worth it.... however if all that is required is a new reed plate and prop, those would total $100 and would be more attractive. Would something like this even be adviseable?

Thanks for any and all input.
