Vibration in RT40

Over the summer I bought a store sample Rip TIde 40# transom mount motor for a little over $100. The motor was unused but had a few minor 1/32" dings in the prop edge. When I went to use it the motor had a noticable vibration that causes the handle to shake back and forth a 1/4"-1/2" or so even at low speeds. I've pulled the prop off and filed the dings out but have to doubt if such small defects woudl cause this shake. ( Can't wet test as it's snowing up here!) I've also fired up the motor without th prop and their seems to be no runout of the shaft. Any suggestions/thoughts before I buy a new prop and hope this/ prop reinstall cures it?

p.s. Does anybody have a PDF IPB of how the prop fits? A washer fell out when I pulled the old prop and I'm not sure where it goes.

Pin through the shaft, slide the prop on so the pin nests in the notch, install the washer and nut.

That's what I was thinking but I'm prety sure the washer fell out of teh backside of the prop. Improper assembly or maybe somebody ahd it off??
In any case, I just put it back togeather without the flat washer( pin, prop then anode/nut). The anode is wider than the washer so should make better contact. Turned it on and the vibrations seems much reduced ( but still there to some degree). Of course I can't water test it but I think I'm in good/better shape now. Thanks.
