I have a lead on a 1960 or so Mercury 400 with controls, looks clean, electric start and ignition for $500.I don't see these often. In running condition. Fair deal?

Depends on the condition it is in and where you are. Where I am, if a motor like that looks really ratty and is running badly, then it's probably only worth between scrap value and $150. If it looks good and is running well, then $300-$500. If it looks to be in excellent condition, and is running well, then $500 is a good price.

Yes $500 for a runner seems to be the going price. Do a compression test before you buy.
