There is also a possibility that the ECM is keeping the injectors turned ON. Use a NOID light on each injector to see with the key ON and motor OFF if the injector is still ON

No, your fuel pressure is fine
If the injectors are leaking then they are the problem. I would suggest pulling the injectors and have them cleaned and flow tested. Don't use a place that mainly does autos, it needs to do marine.

I check all of the injectors prior to turning her in....they all were getting pulses from the ECM

No....they all blinked.....while the motor new ran.....never could get it started

Its not common, as before if its leaking no where else, and injectors are not staying ON, then it has to be the injectors.

The way to find out which ones is to have all of the cleaned and tested. Figure around $25 each

Thank you...I hate to steer the marina guys....but honestly they are scratching their heads waiting for their "best guy" to come off of vacation next week. BUT I definitely do not want them to start throwing unnecessary parts at the problem Thank you!

I got why injectors might be blamed here. All apart from the fact that it’s reported it had a hard stop or cut out when running. Injectors surely wouldn’t cause that.

Did you replace the compete fuel cell assembly or just the
hp pump? If it is a new fuel cell, check the vapor vent to the inlet manifold is not passing liquid fuel (float valve not seating). This would cause the engine to flood even though the rest of the fuel system is good!
