i know it is normal for water to be in the bilge, on my regal it is cause from the drain at the step witch leads the water to the bilge, also from the bathroom ,is it a good idea to lead that water from the step with a hose through the hull and have it setup like the sink water outlet ?

NO,water is not always in the bilge.
It has to enter from somewhere, wave action, spillage, leakage.
Find out or risk sinking.

You do not state the particulars about your boat....year make, model, drive, etc...possibility your exhaust bellows needs replacing...there are many possibilities but you need to post more info.
