Water leaking problem on Mercury 850

My Mercury 850 from 74 is leaking water from a 3mm hole on the left side in the exhaust manifold cover. Can I repair it with JB Weld or should I replace the cover with a new one. From the parts catalog I can see that it is an plate inside the cover as well but when I put a small screw driver into the hole it goes 3 inches in. :confused:

Low pressure in there.. I think JB would be OK

Fore, I must be misunderstanding some part of yor posting. A screwdriver should not be able to fit 3 inches of its length into the exhaust cover. The space between the inner exhaust cover(AKA baffle) and the outer exhaust cover is only 1/2 inch or so. Three inches of screwdriver would likely enter the cylinder itself, and hit the piston.

Thank you for your answers. It's seems like the baffle plate is also corroded. I think the screwdriver goes in between two of cylinders in a cooling valve. I probably have to remove the exhaust cover anyway!?
