water pump question?

Correct me if I'm wrong but I think you meant to say, "I can not see" where the item goes. In the link below it is item 33

that bushing goes into the water pocket cover located in the upper housing where the copper tube goes into http://www.mercruiserparts.com/Show_...AND+DRIVESHAFT
To clarify , if the rubber bushing is smooth, it goes into the water pump top cover. This item usually comes already installed in the top cover.
If it has a round nub, it goes intot the water pocket cover.There is a locating hole for the nub

BtDoc your the expert here so I'll yield to you but for clarification; the OP link indicated it was part number Sierra 18-3116 and Merc 26-38970 which was the item 33 as I listed. The top bushing in your link is Merc part number 26-36557. In the Sierra catalog (on iboats) it indicates that 18-3110 and 18-3116 appear to be interchangeable of some sort

Also note all the links in your post takes you to the same page (drive shaft housing)

this is 38970, and goes into the top cover of the water pump.or Sierra 18-3110.Used in MC1, R, MR, Alpha lowers.That same number is listed on the MC1,E,ME,alpha uppers for the water pocket cover.43-36557 is also listed as a water pocket cover bushing and it had the nub.http://www.marineengine.com/newparts/part_details.php?pnum=MER26-36557​
