water pump???

I have a 1975 40 hp evinrude model 40555c . I can't get it to pump water.
did all the normal things. replaced impeller ,plate,gasket,if i put a hose on the input down on the lower unit the water flows thru the pump up to the block and back out the output on the back of motor but if i dont use the hose the motor will not suck water. i am running the motor in a water tank while i use the hose. the water level in the tank is about 3inches above the cavitation plate. i just cant figure this out. any ideas????

Sounds like the impeller key is out of place. Re-install impeller and key, install pump cover over impeller while turning driveshaft clockwise.

I would guess that you are doing what people are doing every day because they write a question here about it. Get that thing down in the water. The pump has to be submerged before starting the motor. They were designed to run on a boat, not a bucket.

If it isn't that, you have a worn out pump housing or you missed the water tube when you reinstalled the lower unit. True, there are some other, more exotic, possibilities but they would be rare.

I don't understand, exactly how are you putting the hose on the intake?
