Water streams from outboard

Is this normal? The stream of water is coming out of hole under cover I removed? am not sure if this correct?

Ok thanks just seen water coming out under cover so removed and seen this. Didn't know if it was like car water pumps that leak from bottom hole when seals start going bad.
