To answer your original question, remove the jack from the welded-on mount fitting and re-install it with a bolt-on mount.

Vehicle and trailer should be level, 18" to 19". on the ball.
Tongue weight at least 10 percent.
Put a level on the trailer.
Been towing trailers a long time.
Actually, you should measure the front wheel well before putting on the trailer on, and see how much that raises up when attaching trailer.

Not to start a tongue weight war, just a little insight as to why boat trailer manufacturers recommend a 5 to 7% tongue weight.

A utility trailer has a relitively short overbuilt tongue, double the tongue length with a boat trailer and the stresses more than double.
