what is the purpose of this?? some kind of switch that pushes a switch when moved horizontal.

thats the pitot opening for your speedo so dont get rid of it lol.

you can see in the bottom front of the triangle piece the opening...which will lead to the tube up top. as you go faster, water will push up inside the tube and creat a pressure differential on the air inside the tube. the speedo will read this increasing pressure as mph (most gauges).

So it should be in the down position all the time? If it is in the up position will the speedo still work?

Yes, it needs to be in the down position. It's designed to kick up if it hits something in the water.
