What is the PLATE, Idle Stop, used for?

I have a 1990 Johnson outboard, 2 stroke, 4 cylinder, model # VJ90TLESB. It is idling poorly. I've replaced the VRO pump, removed the carboretor and cleaned it (notice that one of the needle pins was not connected to the float so I connected it), and it still idles poorly. It runs great at full throttle. My next step was to look at the spark/timing per the tech manual (I have the manufacturer's manual, not SELOC or the other company), but people have told me that if it runs good at full throttle, that it isn't the timing, so I'm holding off adjusting the timing for a while.

I adjusted the carboretor according to the manual, with the butterfly valves just opening when the roller cam is at the arrow mark on the cam (to get it there I had to back out the adjustment screw all the way though!!!). With it at that position, it doesn't idle good at all. Something else that is funny is that during the manual's carb/timing adjustment procedure it refers to a figure 4, but there is no figure 4 on that page. The next page starts chapter 6 (the throttle/timgin setting procedure is in chapter 5).

So, I'm trying to find any adjustments on the engine that deal with the idling. After looking at the part list, I noticed that there is a part called the 'PLATE, idle stop', which is part number 0332154 from the Johnson ordering drawing. On the drawing it is listed as item #113.

Could someone let me know what that part is for and what I should do for my idling problem. Should I check the timing?

I want to get it to idle at 600-700 RPM per the tech manual, but the best I can get is about 1000. All this is with the boat in my driveway. As soon as I get it in the water, I sometimes have to start it in gear!!!!!


Compression is good in all of the cylinders and I get sparking in all cylinders.

If you are setting the idle while running on muffs, it should be set to 1000-1100 rpm. When you put the boat in the water, because of backpressure in the exhaust housing, the idle will drop some. You must fine tune the idle while the boat is in the water and in gear, around 650-750 rpm.

That is for your timer stop.The part 61 under the intake section is a roller for the throttle.Note that they call it a ROLLER AND SLEEVE,there should be a plastic cover over the roller,which dries out and falls off.You may think it is OK ,but it throws your idle off.I have used a simple piece of 5/16 ID hose ,which slides nicely over the shaft and is very close to dia.of the roller when all parts are there.

Thanks for the help! I don't know if I'm brave enough to mess with the timing yet, but I might just try. I guess I need to take it on the water and see how it is idling. I"ll leave it at 1000 RPM on shore/water hose.

I know all about that clear sleeve. I didn't notice that it was gone until I bought the part and saw the clear sleeve on it. I guess I just could have used a hose like you said though (next time).

I really didn't want to learn what every part of my engine did, but I guess I am starting to. I just wanted to get on the water and motor!!! But, when you buy a $800 boat, that's what you get.

Idle is set in the water and in gear @ ~ 650 RPM. If you have an OEM shop manual, it will tell you exactly how to adjust the idle.
