What is this part?

I have a 1987 Stott Craft bass boat. Attached close to my trolling battery, in line with positive lead from battery to trolling motor, is a small part less than two inches long with in and out screw posts. Is this part a circuit breaker of some sort? It is sealed and I can't see what's inside. When I try to operate my trolling motor, I hear a click from the part and the trolling motor want turn. Thanks

That is a circuit breaker and when everything in the circuit including the trolling motor is functioning normally your should NOT hear a click. The click means the circuit is overloaded and the circuit breaker trips (opens the circuit) to prevent burnning up the motor or the wiring. So the next questions are: 12 volt or 24 volt motor? Motor Size (thrust)? Wire gauge between troller and the battery(ies). Circuit breaker size (amps)? The circuit breaker may simply be too small for the load or it has tripped so many times that it has become "de-rated" meaning (for example) if it was originally rated for 40 amps, it may be de-rated to the point where it now trips at only 30 amps. You need to provide more details on what your system consists of.

can you spin trolling prop by hand? there should be an amp rating somewhere on the curcuit breaker. will need specs as silvertip stated. your boat is not important at this point. we need trolling motor size,12 or 24 volt, is anything else connected to this breaker?
