You should have enough motor to push that prop alot higher than that. Are you sure your Carbs not gummed up? You might try a tuneup, to see if you can't get it to really spin that prop first.
I have a 1994 Crownline 19 foot bowrider, with the Mercruiser 5.0l and Alpha 1 with 1.65 Gears and I am turning a 21 Pitch Prop with up to 7 people on the boat at 5000 rpms and over 50 MPH.
I put a 23 Pitch on for testing this past weekend and Could only get that one up to 4200 with the same load but could only get to 45 on the top end.
Your gears are lower than mine, being the 1.5, but you should still beable to turn that prop well in the 4200-4600 rpm range I would think. I would make sure that engine is running tip top, before you start playing with props. Then you get a smaller prop and it bumps your RPMS, and you still have to fix whats holding that motor back.
I am sure you will get more replies, but this is where I would start. Check the Fuel Filter, Spark Plugs, Carb, clean the Flame arrestor and maybe even run some Sea Foam through the motor, to clean any built up carbon out. It will make a big difference.
