What role does the idle stop play on a '86 30hp

I am trying to sync my motor and am having some difficulty getting everything to sync. I got the cam done right, but I can't get the throttle linkage rod to hit its stop like the manual says needs to happen. Now I realize that there is an idle stop plate and screw that I have to accound for. These are the steps I have taken so far:

1. In neutral, advanced throttle cam to make sure cam roller matches up with cam marks and throttle valve is completely closed.

2. Put in foward gear and opened throttle, adjusted collar lock but cannot get the throttle linkage stop to hit nylon block like the book says to do. Throttle valve is horizontal at WOT.

A few questions:

1. Does this sound right or is this manual full of it?
2. Where does the idle stop come into play and what does it do?
3. Does the throttle linkage have to hit its stop, and does the nylon block have to be touching the collar lock and stop at the same time?
4. Why is it hard to get the motor in WOT when the cable is put on?

I know its a lot of questions, none of these are addressed in the book.
