when to add second layer with epoxy ?

I am ready to install my transom if it dont rain all weekend . My first question is about when I install my 2 layers of fiberglass 1 1/2 oz mat between the outside skin and new wood .Can I install both layers of mat at the same time or do I need to let the first layer of mat gel off then apply second layer of mat with the new wood transom . my second question is can you use a layer of 1708 mat backed between the wood and the first layer of mat ? Ayuh,...... As soon as the 1st layer Kicks Off,... You can add another,.....

I don't know What 1708 is,... But I know of No Reasons you Can't Add layers,.....
As long as you end up with the Required Thickness over All......
