If you have any electronics capabilities, you can easily make one. All you need is:
1) a rectifier (or four diodes) $5
2) capacitor $2
3) resistor $0.50
4) a set of meter cables $7
About $15 total
A little soldering and it all works quite easily. To make it look pretty, you can put it on a breadboard and put it in a small box (both available wherever you got the components).
