Dont believe there is any set position c-skiff. It's a matter of feel and might be different depending on varying conditions. On mine I start with just a slight advance and slowly move it up until it hits.

mine's pretty close to the top (toward the bow). I just lift until it starts to give a little resistance and then ease it back just a bit and it usually starts right up.

Most of the motors I have owned over the years have their own personality. Just a matter of finding out what she likes to keep her - and you - happy.
