I need a 15hp 1977 carb, but NAPA can't order one. They barely have the water pump kit.

Any place online, maybe a 'wrecking yard' for outboards?

Evening, Chris.

If you don't have a local outboard junkyard, try the following places:
Marine Parts Outlet
Twin City Outboards
Vintage

Or just google 'used outboard parts' and start reading. Try to find the local junkyard first - you'll find the best prices and likely the best service there.

Good luck!

Hello! Never underestimate the power of eBay! I have found many hard to find parts there. You might get lucky.

Good luck

Remamber that NAPA is simply a distributor for Sierra (they were once owned by the same parent company). If Sierra doesn't make it, they probably wont have it.
