will not shut off?

I own a 1984 suzuki 115 HP. Recently I changed the control box and used the old starter switch out of the box and installed it in the console,I dissconnected the safety switch and bypassed it by tieing the two wires together. My motor starts but will not shut off unless i ground out the green wire coming off the ignition switch. There is a cut back in voltage when i turn the switch off but not enough to shut off the engine.
