A battery case has always been an insulator. I don't know how this ever started. A dirty battery could leak charge between the terminals depending on the content of the dirt on top of the battery.
OK, Many years ago batteries had glass cases. Concrete contact can easily crack the glass case of the battery. That is why the old timers were told never to store a battery on a concrete floor.
