Yamaha 1994 150 loosing power

Bump....Anybody have any ideas (see below)? Am I a victim of E10 and I should start replacing all my fuel lines?
1994 Yamaha 150TXRS outboard. Problem started as a rough idle condition. I pulled, cleaned and rebuilt carbs using the off the shelf Yamaha rebuild kit for that motor. Replaced both fuel pumps, both thermostats, on engine fuel filter, and water separator/filter with 10 micron Racor. Idle was a little better, but still skips occasionally. I pulled the plugs after running the boat for a while and every plug seemed a bit damp with the gas/oil mixture. Not soaked, but damp. Not sure if this is normal or not. However, now at times, especially in rough seas, I start loosing power at mid to upper RPM?s. Boat runs fine for a while, but after a fair amount of bouncing this condition occurs. I checked the fuel primer ball when in this rough running condition and it is seems firm/full. I find that if a choke off the motor slightly performance improves. If the seas are flat I don?t seem to have this issue.

Sounds like a fuel pump, when was the last time you rebuilt it? You can buy a new one for 38 bucks, or a gasket/diapram set for 8-10 bucks if you look hard enough. WHich is the same as gettign a new one.
