Yamaha 25 4 stroke water on plugs

I have a 2003 25 Yamaha 4 stroke that has a strange problem. After going trolling speed for sometimes several hours, then going at WOT for a while, when I slow down to idle again the engine quits. When I take out the spark plugs they are soaked with water. It will only start again after the plugs are removed, throughly dried, and the engine is pulled enough to clear the water out of the cylinders. The tank is dry and it has a new filter. Question is: Can water backwash up through the exhaust? That seems like the only way the plugs could get so wet. It's a short shaft on a 14' Carolina Skiff.
