Yamaha 25hp throttle problem

I have a 1999 25hp Yamaha four stroke engine mounted on a small boat with a remote control box. This season when I launched the boat, the engine ran fine, both at idle and at speed. The problem is that when the engine is planning the boat, the control handle cannot be pulled back quickly. To reduce speed, I have to put constant pressure on the control handle and it takes about eight or nine seconds for the engine to rev down and return to the neutral position. When the engine is off, all the control linkages work flawlessly. When I took the engine cover off and inspected the linkage to the carb, I found that the throttle shaft on the side of the carb takes about three or four seconds to return to the idle position. This is so even with the throttle cable detached. I have oiled the springs on the shaft assembly (and the plunger) but it apparently is sticking since it takes seconds to return. I have looked at the linkage on an identical engine and it snaps back quickly.

Any suggestions or comments would be helpful.
