Yamaha 60C 2strk 1999 Heat Alarm

When moving at slowest speed, motor has a trickle of water and overheats. Have replaced water pump kit, tested thermastate - looks OK, Motor runs great at higher RPM with good water stream. Any help will be appreciated.

make sure its idling at the correct speed and the pressure control valve is clean and in good shape.
