Yamaha F70LA Tilt Not Working

Hi. Hope you are well.
I am looking at a 2017 Yamaha F70LA, serial 6CJ L 1071423, where the tilt is not working. The relay clicks but the motor does not reliably turn on. Sometimes it seems to try but gives out. Most of the time it will not even try.
I have cleaned the battery contacts. Voltage to the relay is 12.5. When either up or down is tried the voltage out of the relay is 10.5 or 11. And as said, the relay clicks but the motor will not engage.
I did swap out the original relay without success. Same symptoms.
Any ideas?
May I hot wire the motor to see if it is working?

With the relay power wires disconnected from the relay connect those wires directly to the battery.

Does the trim pump motor now work or not?

Blue to positive and green to ground the motor will trim up. Green to positive and blue to negative the motor will trim down.

Might be a brief spark. Depends upon how quick you are connecting and disconnecting the feed wires to the pump motor.

since the relay is clicking it seems the controls work
,I was talking about jumping the main power wires to the T&T motor
But you do need to disconnect those wires from the T&T relay since in the none energized state they go to ground.
this is for My 1999 40, but I quess it would the close to yours

my guess is the contacts inside the relay are burnt and not making good contact, but it could the brushes or other things in the T&T motor/pump binding up.

If I apply 12 volts between the light green and engine ground (or blue and engine ground) the tilt motor does not run.
I did get a clone relay block and the motor still does not run.
Ugh.
