Yamaha T50 won't tilt up

The tilt hydraulic cylinder will move up or down about 1/4 inch but does not have enough power to lift the motor. The battery is fully charged. Could it be a weak ground? Also my owners manual does not give details on topping up the oil on the tilt unit othe than specifying oil type. Where do I start?

I may have found the problem. The brushes on the tilt motor appear to be stuck in the brush holder and not making good contact with the armature.I will clean up and see what happens.
