yamaha70hp 1989

I am have a 70hp yamaha outboard motor with a model of 70ETLF. The problem is moter is tilted all the way up and can not get to go back down. Pressing up it works but pressing button to go down it just clicks.Any help appreciated.

Just a hunch but check to see if the lever that holds it in the up position has fallen down and may be holding it in the up position.
