It is the zero that determine year in Your case, it is determined on that figure for Suzuki outboards from 1980 and newer (older Suzuki has a letter for determine year).
0= 1980, 1990, 2000
1= 1981, 1991, 2001
etc
So it is a 1980, 1990 or 2000 You have.
I believe 1981 was first year for DT 115 so then it must be a 1990 or 2000 You have.
I think 2001 was last Youar DT 115 was made by the way.
If I interpret Brownspoint list for Starting Serial numbers You have a 1990.
