Yet another OMC tilt question

I have a 1979 3.0L with the OMC 400 I/O. I have read a number of threads on tilt problems and fixes. I think I have determined that my problem is electrical and I am knowledgeable about DC electrical issues. That part I'm sure I can fix. However I would like to have a better grip on just how the mechanical side of this works. I have only had the boat in the water once since I bought it, about a month ago. I became the circus act, at the boat ramp, when trying to get back on the trailer. When I approached the dock and discovered that when I put the I/O in reverse it just lifted the out drive rather than backing the boat. The thing I don't quite understand is that I can lift and lower the outdrive by hand. Should I be able to? If so, what should stop the outdrive from lifting up when I try to use reverse? I have since purchased a manual and read all about the tilt motor etc. I took the cover off of the tilt clutch and found milk shake. When I picture how this thing is supposed to work I have to think that the clutch should not allow me to lift and lower the outdrive by hand. Please educate me.

OK I'll take a shot at this.
The tilt motor goes to a spring loaded little dog coupling then to a shaft.
At the end of the shaft is a worm gear that sets on a gear for up and down
motion.If you can pick the drive up and down by hand,look and see if the gear is turning at the outside of the housing. I think you have a problem in the clutch pack.

there just may be a adjusting screw on the clutch pack your tilt clutch housing has to be rebuilt.pull the clutch pack.you'll need a manual u should have one anyway.when u get the clutch pack out post what u find.u might have to buy a good used one.a new one is way expensive.ebay is the ticket.
